SOWs are usually used when the task is known and can be described in some terms. They may be preferred if the government does not want innovative approaches or if differences in contractors are considered a risk. SOOs define high-level performance results and objectives, and PWS highlight desired results, results and objectives at a more detailed and measurable level, while SOW provides explicit instructions on the direction of work for the contractor or supplier.
