Cross River Rail Agreement

Counsel for the CPB, Garry Hatcher, SC, responded that there was nothing wrong with an employer having a “very respectable agreement on absolutely critical infrastructure” with one union over the others. Gary O`Halloran, Queensland`s grain union secretary, said: “A hasty and opaque tendering and authorisation procedure has led to a squalid project agreement well below comparable industry standards.” The $5.4 billion Cross River Rail project eliminates this bottleneck by providing a second crossing of the river that allows more trains to run more often. Once the Cross River Rail project is commissioned, network capacity will be increased for more frequent rail services and greater connectivity with other transit modes, which will relieve congestion pressure on our major highways, as more people opt for rail instead. The Cross River Rail (CRR) project aims to create an additional crossing via the Brisbane River. The electricity union called the deal a “dirty business” and called on the Palaszczuk government to allow the negotiation of an agreement for all local unions. Alliance members will work together to provide the design, supply and installation of support rail systems to integrate Cross River Rail into Queensland Rail`s rail network. ETCS functions are important for the safe operation of trains through Cross River Rail`s twin tunnels, making our rail network smarter and helping to drive more trains more often. Given the history of the CFMEU, the company stated that it had “not ruled out the possibility that approval of the agreements could give rise to an illegal industrial apology.” Demand for Brisbane`s rail transport is expected to double by 2026 and triple by 2036. The project aims to meet this demand pressure. The CFMEU submitted that it was not in the public interest to approve the agreement because of the increased potential for “industrial disturbances”. AAP The current rail network is already close to capacity and is limited by a single crossing of the river and only 4 urban stations, creating a bottleneck that limits the ability to run more trains.

The Greenfields agreement provides for workers to pay $220,000 per year for the project for a 56-hour week, with annual wage increases of 3.5 percent. However, the CFMEU later acknowledged that the CPB had conducted parallel negotiations with the AWU when it published its proposed agreement on the Fair Work Commission website. The Queensland government is investing in the ETCS, a new signalling system that increases the capacity of the urban rail network, enhances safety and improves the efficiency of the SEQ rail network. The project includes the provision of a 10.2 km north-south rail link between Dutton Park and Bowen Hills through the exhibition sites, including 5.9 kilometres of the Brisbane River and CBD rail tunnel, as well as four new subway stations on Boggo Road, Woolloongabba, Albert Street and Roma Street. The Alliance for Rail, Integration and Systems will upgrade seven stations, install rail infrastructure in the new tunnel and integrate the project into the existing network. The agreement excluded mechanical and electrical work and doubled the basic premium rates for tunnel and civil engineering works, the majority of which covered ASSE.
