Public Sector Cooperation Agreement

To date, much has been written about the impact of information and communication technologies (ICTs) on how town halls and other local institutions traditionally offer the various public services under their jurisdiction. Although, in my view, there is no consensus on what a “smart city” really means, there is agreement on the need to apply ICT to ensure greater efficiency in the development of local activities for the good of citizens. Therefore, it does not appear that the most recommended strategy for a town hall is to allocate “smart” urban projects to the private sector in accordance with several cooperation agreements, as soon as the needs or needs of the town hall in this area have been identified and must be included in some of the contracts defined by TRLCSP. At present, the tendering process must be implemented and the town hall must pay for some outsourcing. And the fact that a particular company, as a result of its decision and a unilaterally accepted commitment, has huge investments under a cooperation agreement for the development of a specific pilot project cannot be used as a counter-argument, so that the government dealing with the matter directly hands over the mandate to that company and asks it to recover its investments.
